1. General information about ALBANIAN list
=======================================
1.1 What is the purpose of the ALBANIAN list?
ALBANIAN list has been created as a device to discuss
various issues related to Albania, Kosova, and the Albanian
population in the Balkans (FYR of Macedonia, Montenegro, Serbia,
Greece), as well as Albanian communities world-wide, utilizing
the flexibility and effectiveness of electronic mail.
1.2 Who may join?
This list is open to all that have access to electronic mail.
To subscribe, you must have an electronic address to which the
messages will be sent as well as provide your first and last
name to the LISTSERV-er. Subscribing with a nickname or false
name is not allowed and is a basis for removal from the list.
1.3 Where is the list based?
ALBANIAN operates from the listserver at the University of
Buffalo, NY, in the U.S. The software running the list provides
subscribers with many options which they can customize, as well
as an archive of postings on the list. For more information
on the LISTSERV-er options, please refer to the document
you have received when you have first subscribed to the list.
1.4 Affiliation
ALBANIAN is not affiliated with the Albanian Government, the
Kosova Government, any Albanian association or organization within or
outside of Albania's borders, or any information agency. This list
is run on a voluntary basis by the owner and the co-owners, with a
single goal in mind: to make this list a pleasurable and learning
experience for all of its members by discussing various topics
pertaining to Albania and the Albanian people.

3. ALBANIAN Administrators

3.1 Owner and co-owners
The list owner and co-owners administer the list. They run
the list voluntarily, and their goal is to make this list a
pleasurable and learning experience for all of its members. Since
the list is not fully moderated, the owner or the co-owners have
no control over the content of the messages sent to the list by its
members. They can, however, subscribe as well as remove any person
from the list. The owner of the list is responsible for the operation
of the list. The owner can transfer ownership of the list to another
individual or abolish the list completely at any time.
The co-owners are appointed by the list owner. The co-owners
serve to help the owner administer the list and assist members in any
manner required. The owner can revoke a co-owner's title at any
time.

the list. They are appointed by the list owner with the approval
of all the co-owners.

4. List Moderation
===============
4.1 Is ALBANIAN list moderated?
ALBANIAN is not a moderated list. Instead, ALBANIAN has been
designed as semi-moderated list, with the possibility of individual
users being put under moderation. Every new subscriber is under
moderation (with the REVIEW option) until the new subscriber gets
familiar with the operation of the list. The messages of new subscribers
are forwarded to the moderator for approval. The moderator reviews the
each message and may forward the message to the list, or refuse to do
so if the message in question is not in compliance with the Rules and
Guidelines of this list, or if the message does not fulfill the
purpose of this list. In the case that the message is rejected, the
moderator will return the rejected message to the list member with the
reason(s) for rejection. Removal of moderation from a subscriber is under
the discretion of the moderator. This will happen after the new subscribers
has shown, through his/her messages, that he/she understands the purpose of
this list and the type of discussion that take place on it. E-mail messages
of unmoderated subscribers sent to the list by-pass the moderator and go
directly to the list for distribution.
NOTE: Messages of subscribers are reviewed ONLY in terms of
their adherence to the rules of the list. The moderator DOES NOT
review and CANNOT reject a message because of the political,
religious, social or other beliefs which the list member
expresses in his/her message. Messages that the moderator can
reject are: personal messages sent through the list; insulting messages
directed to one or more members of the list; messages which
contain personal attacks on another list member; messages that contain
apparent arrogance; insulting and vulgar messages; messages or articles
that have been previously posted on the list; messages that are in
violation of copyright laws; and messages that do not pertain to
Albanians or Albanian matters in general.
4.2 Purpose of semi-moderation
The purpose of the semi-moderation is to keep the discussions on this
list in order and at a certain intellectual and academic level, and NOT
to limit the freedom of expression of the list members.
4.3 The rights of the owner
The owner reserves the right to temporarily moderate the list
fully and/or on individual basis in a situation when certain discussions
get out off hand, as well as when technical problems arise. Such
decisions will be made upon consultation with the board members, with
the best of intentions for the successful operation of the list.
The owner reserves the right to change or modify the above
Guidelines and Rules without prior notice. However, any such change
will be made ONLY to serve in the best interest the need of the ALBANIAN
list subscribers. Members of the list will be notified about any changes
in the Rules and Guidelines, therefore the revised document will be
posted on the list.
4.4 How do you know if you are under moderation?
If you are under moderation, every time you send message to the list
you will get e-mail response back saying that your message has been
forwarded to the moderator. Or, you can send e-mail to:

QUERY ALBANIAN
If you are under moderation you will see the option REVIEW among others.
The REVIEW/NOREVEW option can be altered ONLY by the owners of the list.
5. List Posting Guidelines
=======================
5.1 Posting News
We ask all our subscribers to send official news to ALBANEWS
(ALBANEWS@LISTSERV.ACSU.BUFFALO.EDU), since this is a mailing list
created exclusively for the distribution of news. However,
unofficial "rumors" may be posted to ALBANIAN since they will
be rejected from ALBANEWS.
NOTE: To avoid frustration among our subscribers, please do not send
copies of the same news to both ALBANEWS and ALBANIAN since most
ALBANIAN subscribers are also subscribed to ALBANEWS and will receive
multiple copies of the same message.
5.2 Discussions
The discussions on the list must pertain to Albania or the
Albanian people in general. For example, if you wish to discuss about
the progression of democracy in Albania this is the right place to do
it. However, if you intend to discuss personal and private problems, or
topics not related to Albania or the Albanian people, we recommend you
join another list or post to a related USENET newsgroup.
Follow-ups to news articles posted on ALBANEWS are welcome on ALBANIAN.
Please remember to specify the news article you are referring to.
If you wish to carry out a discussion within the list please
specify your subject and make sure that what you are writing in your
message is exactly what you want to say. Think-out your message well
before sending them to the list, read replies several times, try to
understand what exactly your "opponent(s)" is/are trying to say and try
not to be offensive. Try your best to tolerate and understand views
opposite from your own, knowing that there is a difference between
criticizing and insulting.
Another listmember cannot be the topic of a discussion. Rather, the
topic should firmly remain on the opinions and ideas presented by the
listmember. Likewise, speculating about a listmember's motives and/or
making derogatory remarks about another listmember's behavior,
personality, character or moral worth on the list is not acceptable.
If you think that a particular listmember has written a message that is
in violation of the rules of this list please contact the Board Members
with your concerns.
The owner/moderator, after consultation with the members of the Board,
or at the request of a majority of members of the Board, may request that
a certain discussion be discontinued on the list, if the owner/moderator
and/or Board members deem it to be unproductive and/or to have deteriorated
into an exchange personal attacks or to have evolved into a topic which is
inappropriate for the list.
5.3 Using the list for drafting appeals and petitions
We welcome the use of the list for drafting, drawing support and
soliciting signatures for petitions and appeals, however, since the
list's primary intent is not for such purposes, certain requirements
must be met before the list can be used for the creation of petitions
or appeals.
The person or persons initiating the petition or appeal must be members
of the list. A request to use the list for the creation of a petition or
an appeal must be made to the list owners. The owners, upon consultation
with the Board members, will decide whether usage of the list is
appropriate for the creation of the particular petition or appeal and
will notify the list member(s) making the request of their decision.
The request must contain the following information:
1) The name(s) and e-mail address(es) of the person(s) initiating
the petition or appeal,
2) The reason(s) for the petition or the appeal in brief,
3) The purpose of the petition or the appeal in brief -- where is
it intended to be sent,
4) A rough draft of the petition or appeal text.
5) An agreement by the initiator(s) that they(the initiator(s))
will publish the results on this list
Requests not containing all five points of the required information or
those which contain incomplete information will not be approved. DO NOT
SEND THIS REQUEST TO THE LIST! If the owners approve the usage of the
list for drafting and drawing support for the petition or appeal,
the owner will forward the request to the list, including the owner's
statement explicitly granting this permission, after which the list
member(s) initiating the petition or appeal may proceed to pursuit their
goal and to request support for their cause by means of the ALBANIAN
list. The list owners need not approve the final draft of the petition
or appeal text, however, it is REQUESTED that the final results of the
petition or appeal be made public to the list members, as well as the
organization(s) where the petition or appeal was sent.
If the drafting of a petition or appeal by means of the list is
considered inappropriate, the list owner will state the reason(s) to
the initiator(s). The main reason why a petition or appeal may be
disapproved for creation through the list is if it does not pertain
to Albanian matters -- generally all Albanian-related petitions or
appeals will be approved regardless of the cause, its perceived popular
support, or the perceived effectiveness of the petition or appeal.
Usage of the list for the creation of a petition or appeal without the
approval of the list owner constitutes a violation of the list's rules
and is therefore punishable in manners described in section 5.7.
Requesting support or soliciting signatures for an already prepared
petition or appeal is considered an announcement, therefore this
section of the rules does not apply in such a case, unless the
preparer(s) of the petition or appeal intend(s) to use the list to
request feedback to modify the appeal or petition text.
IMPORTANT: By granting the initiator(s) permission to use the list
for drafting and drawing support for a petition or appeal, the ALBANIAN
list's owners, board members, subscribers or the list's host institution
do not necessarily endorse and/or support the petition or appeal, or the
cause behind it. If the list's owner or one or more list co-owners
support the petition or appeal, they are acting on their personal behalf,
hence, support of the entire list is not directly or indirectly implied.
No one, not even the owner of the list is authorized to speak on behalf
of all the list members. Every individual list member will decide for
himself/herself whether he/she will support the petition or appeal. If
the support of the entire list is to be put behind a petition or appeal,
it must approved unanimously and signed by all the list members,
including the owners of the list, with the exclusion of those members
who are subscribed to the list but are under the NOMAIL option, whose
support or opposition of the petition or appeal will be considered as
abstainment.
5.4 Questions and Other Messages
If you have a question about Albania, Kosova, or the Albanian
people, and think that the members of the list could be helpful
to you, post your question on the list. If you want the reply to be
sent directly to you and not through the list, please specify this
in your message.
5.5 What is not Allowed on the List
Material which is considered inappropriate for this list
include personal messages sent through the list, personal insults
to one, several or to all members of the list (also known as flaming),
any type of propaganda, commercial advertising, chain letters, sexually
explicit material, illegally copied software, as well as the use of
derogatory names and vulgar language.
You may NOT discuss the work of the list on the list itself. If you have
any concern and/or questions about the operation of this list please
contact the Board Members. Any discussion pertaining to the operation of
the list will be considered a violation of the rules.
Any member that continually violates the policy of the ALBANIAN
list is subject to removal from the list.
5.6 Violation of the Rules of the ALBANIAN List
A message that is in violation of the Rules will be considered
for action by the Board Members ONLY if the message has been distributed
to the list. For example, a message of a new subscribers (who is under
moderation) sent to the list, will be forwarded to the moderator for
review and will be refused for distribution if in violation of the rules.
If a subscriber violates the rules of the ALBANIAN list, the Board
members will discuss the situation and decide for the appropriate action
to be taken.
5.7 Action of the Board Members in case of violation
If the majority of the Board Members agree that violation has occurred,
the listmember will be put under immediate moderation for an indefinite
period of time. A listmembers who is under moderation will be taken
off the moderation and therefore post directly to the list again, only
after the Board Members have decided that the person has understood
the purpose of this list and abides by the rules and guidelines.
Listmembers with repetitive violations will NOT be allowed to post on the
list and may be removed from the list altogether.
In cases when a subscriber has intentionally and knowingly violated
the rules of the ALBANIAN list with the sole purpose of causing a
disruption in the work of the list, the subscriber is subject to removal
without prior notice.
6. AGREEMENT
=========
By subscribing to this list you have accepted the rules of the
list, have agreed to abide by them and to bear any consequences in
terms of your membership to this list in the case you act against the
rules set forth in this document.
If you do not agree with the rules, contact the list owners with
your comments, suggestions or questions or unsubscribe from the list.
